Organisation & Access Control (OAC)
Who is in the campaign, and what they may touch.
OAC turns a list of names into a chain of command. It issues invitations, assigns roles, and binds every person to the territory they are responsible for. Nobody sees data outside the ward, constituency or county they were given.
